James Bay Advisory Committee on the Environment

The James Bay Advisory Committee on the Environment (JBACE) is the preferential forum established by Section 22 of the James Bay and Northern Quebec Agreement (JBNQA) to oversee its environmental and social protection regime. To do so, the JBACE analyzes issues that may affect the environment or the communities in the Territory, advises the governments concerning the formulation of policies, laws and regulations, and facilitates dialogue between stakeholders.

Environmental Analyst

Under direct supervision of the Executive Director of the JBACE and supported by its administrative committee, the Analyst provides an important contribution to the mission of the committee.

More in detail:

  • You will analyze existing environmental laws and policies, legislative and regulatory amendments, new laws and regulations under development to determine the impact of their implementation ensuring rights and obligations under Section 22 of the JBNQA are contemplated;
  • You will provide recognized professional expertise and advice on improving the impact assessment and review process for development projects or the environmental and social protection regime under Section 22 of the JBNQA;
  • You will prepare briefs, expert opinions and official letters related to files submitted to the JBACE by the various responsible governments (federal, provincial, regional or local);
  • You will provide support to the JBACE delegation during consultations or meetings on government measures affecting the Eeyou Istchee/James Bay territory;
  • You will contribute to the tracking of environmental issues by consulting the websites of relevant ministries, agencies and organizations;
  • You will collaborate in the drafting of the annual report and any other document presented by the JBACE;
  • You will participate in the dissemination of acquired knowledge, particularly to Cree community leaders, JBNQA organizations and regional entities;
  • You will take part in conferences and multi-stakeholders meetings related to the JBACE mandate.

Avantages & conditions

  • Full time, 35 hours per week;
  • Eligibility for benefits; health insurance and contribution to the RRSP;
  • Salary: between 35,23 $/h et 52,86 $/h, according to education and experience, salary scale adjusted annually;
  • Hybrid mode with a minimum of 2 days per week in person at the Montreal office;
  • Availability to make at least one annual trip to the Eeyou Istchee/James Bay territory;
  • Availability for periodic trips to Quebec City and other parts of the province;
  • Professional development supported by training and development allowances.

Exigences & Compétences recherchées

  • Bachelor’s degree in a field relevant to the position such as environment, law, natural sciences, or social sciences. A post-graduate degree is an asset;
  • Minimum of 3 years of experience related to environmental policies and issues and to their impact on Indigenous rights;
  • Knowledge of the JBNQA and its complementary agreements is an asset;
  • Excellent oral and written skills in French and English, knowledge of Cree is an asset.
